Humanity Has Declined just ended it's run in Japan and you can already find bootleg DVD's on eBay. I doubt it came out legally in Malaysia. The series is a short 12 episode series about a young girl in a dystopian future that's filled with dark humor even though the setting looks like a fairy tale book. With her are a bizzare bunch of fairies which are both cute, naive and powerful enough to create and do almost anything.

Here in the US we should be getting a legal version from Sentai Filmworks some time in the future as they did announce getting the rights a month back or so. I'll remind you when you can pick it up and hopefully it gets dubbed too.
